mips_elf_generic_reloc with _bfd_mips_elf_generic_reloc. Use
_bfd_mips_elf_hi16_reloc for R_MIPS_HI16 and R_MIPS_GNU_REL_HI16,
_bfd_mips_elf_lo16_reloc for R_MIPS_LO16 and R_MIPS_GNU_REL_LO16,
