[PATCH 4/4]: Add generic prototype for md_pcrel_from_section

This patch removes the need for target headers to provide a custom prototype
for md_pcrel_from_section.

remove ANSI_PROTOTYPES
...
This removes the last use of ANSI_PROTOTYPES in the tree.
It appears in gas.
I didn't even rebuild this but I think it is obviously correct.
