Pass $PLT_CFLAGS to ld_compile

Some linker visibility tests without PIC expect PLT. This patch passes
$PLT_CFLAGS to ld_compile.
* ld-elfvsb/elfvsb.exp (visibility_run): Pass $PLT_CFLAGS to
ld_compile.

Make assignments to dot keep an empty output section.
...
An assignment to dot in an output section that allocates space of
course keeps the output section. Here, I'm changing the behaviour for
assignments that don't allocate space. The idea is not so much to
allow people to force output of an empty section with ". = .", but
to fix cases where an otherwise empty section has padding added by an
alignment expression that changes with relaxation or .eh_frame
editing. Such a section might have zero size before relaxation and so
be stripped incorrectly.

as a way of keeping otherwise empty sections.

is_dot_plus_0, is_align_conditional): New predicates.
(exp_fold_tree_1): Set SEC_KEEP when assigning to dot inside an
output section, except for some special cases.

end of .heap and .stack.

undefined symbols with non-default visibility.

* elflink.h (elf_fix_symbol_flags): Hide weak undefined symbols
with non-default visibility.
(elf_link_output_extsym): Don't make weak undefined symbols
with non-default visibility dynamic.

* elflink.h (elf_merge_symbol): Add one argument to indicate if
a symbol should be skipped. Ignore definitions in dynamic
objects for symbols with non-default visibility.
(elf_add_default_symbol): Adjusted.
(elf_link_add_object_symbols): Check if a symbol should be
skipped. Don't merge the visibility field with the one from
a dynamic object.
(elf_link_check_versioned_symbol): Use undef_bfd.
(elf_link_output_extsym): Warn if a forced local symbol is
referenced from dynamic objects. Make non-weak undefined symbol
with non-default visibility a fatal error.
