	(rs6000_cost): New global variable pointing to current CPU's costs.

	appropriate cost table based upon rs6000_cpu and optimize_size.
	(rs6000_rtx_costs): Use rs6000_cost to avoid hardcoding processor
	timings inline.

        * tree.h (expand_function_start): Update decl.
