Remove now-redundant subst of target_noncanonical. Remove

AC_PROG_LIBTOOL and remove second, redundant AC_PROG_LIBTOOL.
Use slightly more modern form of AC_INIT.
* configure: Rebuild with autoconf 2.59.
* Makefile.in, include/Makefile.in: Rebuild with automake 1.9.1.
