We incorporate %asi into tb->flags so that we may generate
inline code for the many ASIs for which it is easy to do so.
Setting %asi is common for e.g. memcpy and memset performing
block copy and clear, so it is worth noticing this case.
We must end the TB but do not need to return to the main loop.

Create a new artificial "next pc" which also indicates
that nothing has changed within the cpu state which
requires returning to the main loop.
Pipe this new value though all pc/npc checks.
Do not produce this new value yet.

During translation, npc == address, DYNAMIC_PC, or JUMP_PC.
It is only the encoding between here and sparc_restore_state_to_opc
that considers JUMP_PC to be a bit within a larger value.

In preparation for compiling tcg/ only once, eliminate
the all_helpers array. Instantiate the info structs for
the generic helpers in accel/tcg/, and the structs for
the target-specific helpers in each translate.c.
Since we don't see all of the info structs at startup,
initialize at first use, using g_once_init_* to make
sure we don't race while doing so.

The gen_io_end() function is obsolete (as documented in
docs/devel/tcg-icount.rst). Where an instruction is an I/O
operation, the translator frontend should call gen_io_start()
before generating the code which does the I/O, and then
end the TB immediately after this insn.
Remove the calls to gen_io_end() in the SPARC frontend,
and ensure that the insns which were calling it end the
TB if they didn't do so already.

The root trace-events only declares a single TCG event:

- Got rid of last_pc in gen_intermediate_code(), using base.pc_next
instead. Only update pc_next (1) on a breakpoint (so that tb->size
includes the insn), and (2) after reading the current instruction
from memory. This allows us to use base.pc_next in the BP check,
which is what the translator loop does.

Since the commit af7a06bac7:
`casa [..](10), .., ..` (and probably others alternate space instructions)
triggers a data access exception when the MMU is disabled.
When we enter get_asi(...) dc->mem_idx is set to MMU_PHYS_IDX when the MMU
is disabled. Just keep mem_idx unchanged in this case so we passthrough the
MMU when it is disabled.

This is identical for each target. So, move the initialization to
common code. Move the variable itself out of tcg_ctx and name it
cpu_env to minimize changes within targets.
This also means we can remove tcg_global_reg_new_{ptr,i32,i64},
since there are no longer global-register temps created by targets.
