This reverts commit f1698408f1.

PCI is always little-endian. Having a user-visible "be" property is just
plain wrong.

18e08a5529 pci: pci.h cleanup: move out stuff not in pci.c 
pci.h declares some functions which aren't
defined in pci.h. Clean up moving things
to appropriate headers, and update all users.
