	* docs/html/20_util/howto.html:  Update link to SGI.
	* docs/html/faq/index.html:  Update snapshot versions.  New entry
	on why g++ (but not gcc) must currently predefine certain macros.
	* docs/html/faq/index.txt:  Regenerated.

	* include/bits/basic_string.h (basic_string::_S_construct):  Fix
	names in declaration.
	(basic_string::compare):  These are no longer optional.
