This updates all places where match branches check on StatementKind or UseContext.
This doesn't properly implement them, but adds TODOs where they are, and also adds some best
guesses to what they should be in some cases.

rustdoc: Cleanup `html::render::Context`
- Move most shared fields to `SharedContext` (except for `cache`, which
isn't mutated anyway)
- Replace a use of `Arc` with `Rc`
- Make a bunch of fields private
- Add static size assertion for `Context`
- Don't share `id_map` and `deref_id_map`
This switches Rust's WASI target to use crt1-command.o instead of
crt1.o, which enables support for new-style commands. By default,
new-style commands work the same way as old-style commands, so nothing
immediately changes here, but this will be needed by later changes to
enable support for typed arguments.

Let Cargo track CLIPPY_ARGS
This PR makes `clippy-driver` emit `CLIPPY_ARGS` in its `dep-info` output.
Just like #6441, this allows this workflow to work:

Implement built-in attribute macro `#[cfg_eval]` + some refactoring
This PR implements a built-in attribute macro `#[cfg_eval]` as it was suggested in https://github.com/rust-lang/rust/pull/79078 to avoid `#[derive()]` without arguments being abused as a way to configure input for other attributes.
The macro is used for eagerly expanding all `#[cfg]` and `#[cfg_attr]` attributes in its input ("fully configuring" the input).
The effect is identical to effect of `#[derive(Foo, Bar)]` which also fully configures its input before passing it to macros `Foo` and `Bar`, but unlike `#[derive]` `#[cfg_eval]` can be applied to any syntax nodes supporting macro attributes, not only certain items.
`cfg_eval` was the first name suggested in https://github.com/rust-lang/rust/pull/79078, but other alternatives are also possible, e.g. `cfg_expand`.

Let a portion of DefPathHash uniquely identify the DefPath's crate.
This allows to directly map from a `DefPathHash` to the crate it originates from, without constructing side tables to do that mapping -- something that is useful for incremental compilation where we deal with `DefPathHash` instead of `DefId` a lot.
It also allows to reliably and cheaply check for `DefPathHash` collisions which allows the compiler to gracefully abort compilation instead of running into a subsequent ICE at some random place in the code.
The following new piece of documentation describes the most interesting aspects of the changes:

## Remove RefCell around module_trait_cache
This is mostly just changing lots of functions from `&DocContext` to `&mut DocContext`.
Change built-in kernel targets to be os = none throughout
Whether for Rust's own `target_os`, LLVM's triples, or GNU config's, the
OS-related have fields have been for code running *on* that OS, not code
hat is *part* of the OS.
The difference is huge, as syscall interfaces are nothing like
freestanding interfaces. Kernels are (hypervisors and other more exotic
situations aside) freestanding programs that use the interfaces provided
by the hardware. It's *those* interfaces, the ones external to the
program being built and its software dependencies, that are the content
of the target.
For the Linux Kernel in particular, `target_env: "gnu"` is removed for
the same reason: that `-gnu` refers to glibc or GNU/linux, neither of
which applies to the kernel itself.
Relates to #74247
Rust contains various size checks conditional on target_arch = "x86_64",

I don't think the boxing helped performance, in fact I think it
potentially made it worse. The data was still being copied, but now it
was through a pointer. Thinking about it more, I think boxing might only
help when you're passing a big object around by value all the time,
rather than the slowdown being that you're cloning it.
There was no need to clone `id_map` because it was reset before each
item was rendered. `deref_id_map` was not reset, but it was keyed by
`DefId` and thus was unlikely to have collisions (at least for now).
Now we just clone the fields that need to be cloned, and instead create
fresh versions of the others.
All the tests passed, so it doesn't seem they need to be shared.
Plus they should be item/page-specific.
I'm not sure why they were shared before. I think the reason `id_map`
worked as a shared value before is that it is cleared before rendering
each item (in `render_item`). And then I'm guessing `deref_id_map`
worked because it's a hashmap keyed by `DefId`, so there was no overlap
(though I'm guessing we could have had issues in the future).
Note that `id_map` currently still has to be cleared because otherwise
child items would inherit the `id_map` of their parent. I'm hoping to
figure out a way to stop cloning `Context`, but until then we have to
reset `id_map`.
It doesn't look like it's shared across threads, so it doesn't need to
be thread-safe. Of course, since we're using Rust, we'll get an error if
we try to share it across threads, so this should be safe :)
rustdoc: Use substrings instead of split to grab enum variant paths
Both versions are about equally readable, but this version avoids scanning the entire path and building an intermediate array (`split()` in Rust is a lazy iterator, but not in JavaScript).
Make rustc shim's verbose output include crate_name being compiled.
This change is mainly motivated by an issue with the environment printing I added in PR 82403: multiple rustc invocations progress in parallel, and the environment output, spanning multiple lines, gets interleaved in ways make it difficult to extra the enviroment settings.
(This aforementioned difficulty is more of a hiccup than an outright show-stopper, because the environment variables tend to be the same for all of the rustc invocations, so it doesn't matter too much if one mixes up which lines one is looking at. But still: Better to fix it.)
Warn on `#![doc(test(...))]` on items other than the crate root and use future incompatible lint
Part of #82672.
This PR does multiple things:
* Create a new `INVALID_DOC_ATTRIBUTE` lint which is also "future incompatible", allowing us to use it as a warning for the moment until it turns (eventually) into a hard error.
* Use this link when `#![doc(test(...))]` isn't used at the crate level.
* Make #82702 use this new lint as well.

Make ItemKind::ExternCrate looks like hir::ItemKind::ExternCrate to make transition over hir::ItemKind simpler
It was surprisingly difficult to make this change, mostly because of two issues:
* We now store the `ExternCrate` name in the parent struct (`clean::Item`), which forced me to modify the json conversion code a bit more than expected.
* The second problem was that, since we now have a `Some(name)`, it was trying to render it, ending up in a panic because we ended up in a `unreachable` statement. The solution was simply to add `!item.is_extern_crate()` in `formats::renderer` before calling `cx.item(item, &cache)?;`.
I'll continue to replace all the `clean::ItemKind` variants one by one until it looks exactly like `hir::ItemKind`. Then we'll simply discard the rustdoc type. Once this done, we'll be able to discard `clean::Item` too to use `hir::Item`.

When rustdoc lints were changed to be tool lints, the `rustdoc` group
was removed, leading to spurious warnings like

The lint group still worked when rustdoc ran, since rustdoc added the group itself.
This renames the group to `rustdoc::all` for consistency with
`clippy::all` and the rest of the rustdoc lints.

enableSearchInput was called from two places:
- setupSearchLoader
- addSearchOptions, which is itself called from setupSearchLoader only
This commit can safely get rid of the addSearchOptions calls entirely,
and since the setupSearchLoader call is immediately preceded by other
method calls on search_input, there's no need to check if it's set.
1. I added `--test` based on review feedback from simulacrum: I decided I would
rather include such extra context than get confused later on by its absence.
(However, I chose to encode it differently than how `[RUSTC-TIMING]` does... I
don't have much basis for doing so, other than `--test` to me more directly
reflects what it came from.)
2. I also decided to include `[RUSTC-SHIM]` at start of all of these lines
driven by the verbosity level, to make to clear where these lines of text
originate from. (Basically, I skimmed over the output and realized that a casual
observer might not be able to tell where this huge set of new lines were coming
from.)
Remove unused code from main.js
It looks like `lev_distance` was used in a very old version of the function, since it was written but never read, and Blame reports that it was added before the `checkGenerics` function header itself.

resolve: Reduce scope of `pub_use_of_private_extern_crate` deprecation lint
This lint was deny-by-default since July 2017, crater showed 7 uses on crates.io back then (https://github.com/rust-lang/rust/pull/42894#issuecomment-311921147).
Unfortunately, the construction `pub use foo as bar` where `foo` is `extern crate foo;` was used by an older version `bitflags`, so turning it into an error causes too many regressions.
So, this PR reduces the scope of the lint instead of turning it into a hard error, and only turns some more rarely used components of it into errors.
Implement NOOP_METHOD_CALL lint
Implements the beginnings of https://github.com/rust-lang/lang-team/issues/67 - a lint for detecting noop method calls (e.g, calling `<&T as Clone>::clone()` when `T: !Clone`).
This PR does not fully realize the vision and has a few limitations that need to be addressed either before merging or in subsequent PRs:
* [ ] No UFCS support
* [ ] The warning message is pretty plain
* [ ] Doesn't work for `ToOwned`
The implementation uses [`Instance::resolve`](https://doc.rust-lang.org/nightly/nightly-rustc/rustc_middle/ty/instance/struct.Instance.html#method.resolve) which is normally later in the compiler. It seems that there are some invariants that this function relies on that we try our best to respect. For instance, it expects substitutions to have happened, which haven't yet performed, but we check first for `needs_subst` to ensure we're dealing with a monomorphic type.

Inherit `#[stable(..)]` annotations in enum variants and fields from its item
Lint changes for #65515. The stdlib will have to be updated once this lands in beta and that version is promoted in master.

since it was written but never read, and Blame reports that it was added
before the `checkGenerics` function header itself.

Shorten html::render
The `mod.rs` for librustdoc's `html::render` was over 3,000 lines. This PR reduces it to around 2,300 by
1. Moving `Context` and associated `impl`s to a separate file
2. Moving the `print_item` function and its helpers to a separate file
3. Moving `write_shared` and `write_minify` to their own file
Related to issue #60302.
Edit 1: `SharedContext` and related `impl`s is only 72 lines and so will not be moved.
Pin es-check version to prevent unrelated CI failures
es-check v5.2.1 causes a lot of unrelated CI failures on mingw-check, e.g. https://github.com/rust-lang/rust/pull/80723#issuecomment-790294196.
es-check v5.2.2 fixes it but let's pin its version to prevent further failures.

This implements the necessary adjustments to make rustc work with LLVM 12. I didn't encounter any major issues so far.

Pass `CrateNum` by value instead of by reference
It's more idiomatic to pass a small Copy type by value and `CrateNum` is
half the size of `&CrateNum` on 64-bit systems. The memory use change is
almost certainly insignificant, but why not!
Improve page load performance in rustdoc
Add an explicit height to icons (which already had an explicit width) to allow browsers to lay out the page more accurately before the icons have been loaded. https://web.dev/optimize-cls/.
Add min-width: 115px to the crate search dropdown. When the HTML first loads, this dropdown includes only the text "All crates." Later, JS loads the items underneath it, some of which are wider. That causes the dropdown to get wider, causing a distracting reflow. This sets a min-width based on the size that the dropdown eventually becomes based on the crates on doc.rust-lang.org, reducing page movement during load.
Add font-display: swap. Per https://web.dev/font-display/, this prevents "flash of invisible text" during load by using a system font until the custom font is available. I've noticed this flash of invisible text occasionally when reading Rust docs. Note that users without cached fonts will see text, and then see it reflow. For `docs.rust-lang.org`, [setting caching headers will help a lot](https://github.com/rust-lang/simpleinfra/issues/62).

It's more idiomatic to pass a small Copy type by value and `CrateNum` is
half the size of `&CrateNum` on 64-bit systems. The memory use change is
almost certainly insignificant, but why not!
On reflection on the issue in https://github.com/rust-lang/rust/pull/79540#discussion_r572572280, I think the bug was actually using the `compiler/` filter, not using `--author=bors`. 9a1d6174c9 has no CI artifacts because it was merged as part of a rollup:

Ideally it would look for "the most recent bors commit not followed by a change to `compiler/`", which would exclude things like documentation changes and avoid redownloading more than necessary, but
- Redownloading isn't the end of the world,
- That metric is hard to implement, and
- Documentation-only or library-only changes are very rare anyway since they're usually rolled up with changes to the compiler.
We previously used -Os to disable this pass, but since
https://reviews.llvm.org/D91673 this no longer works. Explicitly
disable it using -Cllvm-args instead.

On most platforms and browsers, `sans-serif` is equivalent to Arial.
However, on Firefox on Ubuntu (and possibly other Linuxes), `sans-serif`
is DejaVu Sans, a much wider font. This creates a larger shift in text
when the custom fonts finally load. Arial is a web-safe font, and
specifying it explicitly gives us more cross-platform consistency, as
well as reducing the layout shift that happens when fonts load.
Add font-display: swap. Per https://web.dev/font-display/, this prevents
"flash of invisible text" during load by using a system font until the
custom font is available. I've noticed this flash of invisible text
occasionally when reading Rust docs.
Add an explicit height to icons (which already had an explicit width)
to allow browsers to lay out the page more accurately before the icons
have been loaded. https://web.dev/optimize-cls/.
Add min-width: 115px to the crate search dropdown. When the HTML first
loads, this dropdown includes only the text "All crates." Later, JS
loads the items underneath it, some of which are wider. That causes
the dropdown to get wider, causing a distracting reflow. This sets a
min-width based on the size that the dropdown eventually becomes based
on the crates on doc.rust-lang.org, reducing page movement during load.
Instead of being loaded on every page, the JS search index is now
loaded when either (a) there is a `?search=` param, or (b) the search
input is focused.
This saves both CPU and bandwidth. As of Feb 2021,
https://doc.rust-lang.org/search-index1.50.0.js is 273,838 bytes
gzipped or 2,544,939 bytes uncompressed. Evaluating it takes 445 ms
of CPU time in Chrome 88 on a i7-10710U CPU (out of a total ~2,100
ms page reload).
Generate separate JS file with crate names.
This is much smaller than the full search index, and is used in the "hot
path" to draw the page. In particular it's used to crate the dropdown
for the search bar, and to append a list of crates to the sidebar (on
some pages).
Skip early search that can bypass 500ms timeout.
This was occurring when someone had typed some text during the load of
search-index.js. Their query was usually not ready to execute, and the
search itself is fairly expensive, delaying the overall load, which
delayed the input / keyup events, which delayed eventually executing the
query.
- Use spans for deprecated attributes

Change twice used large const table to static
This table is used twice in core::num::dec2flt::algorithm::power_of_ten. According to the semantics of const, a separate huge definition of the table is inlined at both places.
5233edcf1c/library/core/src/num/dec2flt/algorithm.rs (L16-L22)
Theoretically this gets cleaned up by optimization passes, but in practice I am experiencing a miscompile from LTO on this code. Making the table a static, which would only be defined a single time and not require attention from LTO, eliminates the miscompile and seems semantically more appropriate anyway. A separate bug report on the LTO bug is forthcoming.

Highlight identifier span instead of whole pattern span in `unused` lint
Fixes#81314
This pretty much just changes the span highlighted in the lint from `pat_sp` to `ident.span`. There's however an exception, which is in patterns with shorthands like `Point { y, ref mut x }`, where a suggestion to change just `x` would be invalid; in those cases I had to keep the pattern span. Another option would be suggesting something like `Point { y, x: ref mut _x }`.
I also added a new test since there weren't any test that checked the `unused` lint with optional patterns.
Remove the dummy cache in `DocContext`; delete RenderInfo
The same information is available everywhere; the only reason the dummy
cache was needed is because it was previously stored in three different
places. This consolidates the info a bit so the cache in `DocContext` is
used throughout. As a bonus, it also completely removes `RenderInfo`.
- Return a `Cache` from `run_global_ctxt`, not `RenderInfo`
- Remove the unused `render_info` from `run_renderer`
- Remove RenderInfo altogether
Helps with https://github.com/rust-lang/rust/pull/82014. The next step is to move the `populate()` call before the `collect_intra_doc_links` pass, which currently breaks because a) lots of the cache is populated in early passes, and b) intra_doc_links itself sets some info with `register_res`. I'm working on separate PR for that to avoid making too many big changes at once.

Always compile rustdoc with debug logging enabled when `download-rustc` is set
Previously, logging at DEBUG or below would always be silenced, because
rustc compiles tracing with the `static_max_level_info` feature. That
makes sense for release artifacts, but not for developing rustdoc.
Instead, this compiles two different versions of tracing: one in the
release artifacts, distributed in the sysroot, and a new version
compiled by rustdoc. Since `rustc_driver` is always linked to the
version of sysroot, this copy/pastes `init_env_logging` into rustdoc.
To avoid compiling an unnecessary version of tracing when
`download-rustc` isn't set, this adds a new `using-ci-artifacts`
feature for rustdoc and passes that feature in bootstrap.
Addresses https://github.com/rust-lang/rust/issues/81930. This builds on https://github.com/rust-lang/rust/pull/79540.

musl-toolchain.sh is called with REPLACE_CC=1, so it will replace
the host compiler and the subsequent cmake build will fail because
it cannot find the openssl headers.
Move the cmake build earlier, so it happens before the compiler
is replaced.
Python 2 is needed for Clang 10, Python 3 for LLVM 12.
The Python 2 dependency could be removed by upgrading to Clang 11,
but that causes linker errors of unclear origin.

Whether for Rust's own `target_os`, LLVM's triples, or GNU config's, the
OS-related have fields have been for code running *on* that OS, not code
that is *part* of the OS.
The difference is huge, as syscall interfaces are nothing like
freestanding interfaces. Kernels are (hypervisors and other more exotic
situations aside) freestanding programs that use the interfaces provided
by the hardware. It's *those* interfaces, the ones external to the
program being built and its software dependencies, that are the content
of the target.
For the Linux Kernel in particular, `target_env: "gnu"` is removed for
the same reason: that `-gnu` refers to glibc or GNU/linux, neither of
which applies to the kernel itself.

Apply lint restrictions from renamed lints
Previously, if you denied the old name of a renamed lint, it would warn
about using the new name, but otherwise do nothing. Now, it will behave
the same as if you'd used the new name.

Remove `ENABLE_DOWNLOAD_RUSTC` constant
`ENABLE_DOWNLOAD_RUSTC` was introduced as part of the MVP for `download-rustc` as a way not to rebuild artifacts that have already been downloaded. Unfortunately, it doesn't work very well:
- Steps are ignored by default, which makes it easy to leave out a step
that should be built. For example, the MVP forgot to enable any tests,
so it was only possible to *build* locally.
- It didn't work correctly even when it was enabled: calling
`builder.ensure()` would completely ignore the constant and rebuild the
step anyway. This has no obvious fix since `ensure()` has to return a
`Step::Output`.
Instead, this handles `download-rustc` in `impl Step for Rustc` and
`impl Step for Std`, which to my knowledge are the only build steps that
don't first go through `impl Step for Sysroot` (`Rustc` is used for
the `rustc-dev` component).

Note a few things:
- Clippy depends on stage1 rustc-dev artifacts, but rustc didn't have to
be recompiled. Instead, the artifacts were copied automatically.
- All steps are always enabled. There is no danger of forgetting a step,
since only the entrypoints have to handle `download-rustc`.
- Building the compiler (`compiler/rustc`) automatically does no work.

Improve error messages for musl-libdir and wasi-root keys. Previously
the parser would panic with `unwrap()`. Now it prints
Target "wasm32-wasi" does not have a "wasi-root" key
(and similar for the `musl-libdir` field, which is used in target that
use musl)
Also update comments around wasi-root field to make it clear that the
field is only valid in wasm32-wasi target and needs to be moved to a
`[target.wasm32-wasi]` section to be valid.

make x86_64-pc-solaris the default target for x86-64 Solaris
This change makes `x86_64-pc-solaris` the default compilation target for x86-64 Solaris/Illumos (based on [this exchange](https://github.com/rust-lang/rust/issues/68214#issuecomment-748042054) with `@varkor).`
I tried several ways of doing this (leveraging the alias support added with #61761 and improved/fixed with #80073) and found out that cross-compilation to the new one is by far the simplest way of doing this. It can be achieved by adding the following arguments: `--build x86_64-sun-solaris --host x86_64-pc-solaris --target x86_64-pc-solaris` and enabling the cross compilation with `PKG_CONFIG_ALLOW_CROSS=1` environment variable.
I also removed alias support altogether - `x86_64-pc-solaris` and `x86_64-sun-solaris` are now two separate targets. The problem with aliases is that even if rust internally knows that two are the same, other tools building with rust don't know that, resulting in build issues like the one with firefox mentioned [here](https://github.com/rust-lang/rust/issues/68214#issuecomment-746144229). I think that once the dust settles and `x86_64-pc-solaris` becomes the default, `x86_64-sun-solaris` can be removed.
If you agree with the above, I have two subsequent questions:
1. Is there a preferred way to display deprecation warnings when `x86_64-sun-solaris` is passed into the compiler as an argument? I am not sure whether target deprecation was done before.
2. Where would be the best way to document this change for those using rust on Solaris? Without the cross-compilation arguments (used once to build a new version), the build won't work. Should I add it into [RELEASES.md](https://github.com/rust-lang/rust/blob/master/RELEASES.md)?

Remove storage markers if they won't be used during code generation
The storage markers constitute a substantial portion of all MIR
statements. At the same time, for builds without any optimizations,
the storage markers have no further use during and after MIR
optimization phase.
If storage markers are not necessary for code generation, remove them.

One test is to ensure that the search input can always be selected in all rustdoc "modes" (mobile, tablet mostly) whereas the second checks the shortcuts.

Rename the `tidy` binary to `rust-tidy`
This avoids naming collisions, particularly on Windows where the
dynamic library variable is PATH and setting it causes the in-tree
`tidy` to take precedence over the HTML tidy used by compiletest.
This doesn't change the x.py interface in any way, it still accepts `x.py test tidy` and prints error messages about `tidy`. It only changes the name of the file on disk.

Propagate RUSTDOCFLAGS in the environment when documenting
Previously, RUSTDOCFLAGS would get overriden when bootstrap set
`RUSTDOCFLAGS` itself. Propagate the flag manually, using the same logic
as `RUSTFLAGS`.

Previously, `JsonRenderer::after_krate` called `krate.version.clone()`.
The problem was it did that after the version was already moved into the
cache, so it would always be None. The fix was to get the version from
the cache instead.
The same information is available everywhere; the only reason the dummy
cache was needed is because it waas previously stored in three different
places. This consolidates the info a bit so the cache in `DocContext` is
used throughout. As a bonus, it means `renderinfo` is used much much
less.

`src/test/rustdoc-ui/deprecated-attrs.rs`
tells rustdoc to run the `collapse-docs` pass, which no longer exists

Revert LLVM D81803 because it broke Windows 7
This submodule update reverts <https://reviews.llvm.org/D81803>.
While that change is meant to fix a real bug, [LLVM PR42623], it caused
new permission errors on Windows 7 that make it unable to build any
archives. This is probably the same root cause as [LLVM PR48378].

Remove the x86_64-rumprun-netbsd target
Herein we remove the target from the compiler and the code from libstd intended to support the now-defunct rumprun project.

The storage markers are removed at -C opt-level=0 and as a result output
of mir opt tests vary based on used optimization level. Use opt-level=1
for mir-opt tests to avoid the issue.
The storage markers constitute a substantial portion of all MIR
statements. At the same time, for builds without any optimizations,
the storage markers have no further use during and after MIR
optimization phase.
If storage markers are not necessary for code generation, remove them.
Add ARIA role to sidebar toggle in Rustdoc
This indicates that the div is an interactive element, and makes the sidebar toggle "clickable" in assistive technologies.

Update measureme dependency to the latest version
This version adds the ability to use `rdpmc` hardware-based performance
counters instead of wall-clock time for measuring duration. This also
introduces a dependency on the `perf-event-open-sys` crate on Linux
which is used when using hardware counters.

Link crtbegin/crtend on musl to terminate .eh_frame
For some targets, rustc uses a "CRT fallback", where it links CRT
object files it ships instead of letting the host compiler link
them.
On musl, rustc currently links crt1, crti and crtn (provided by
libc), but does not link crtbegin and crtend (provided by libgcc).
In particular, crtend is responsible for terminating the .eh_frame
section. Lack of terminator may result in segfaults during
unwinding, as reported in #47551 and encountered by the LLVM 12
update in #81451.
This patch links crtbegin and crtend for musl as well, following
the table at the top of crt_objects.rs.

Suggest character encoding is incorrect when encountering random null bytes
This adds a note whenever null bytes are seen at the start of a token unexpectedly, since those tend to come from UTF-16 encoded files without a [BOM](https://en.wikipedia.org/wiki/Byte_order_mark) (if a UTF-16 BOM appears it won't be valid UTF-8, but if there is no BOM it be both valid UTF-16 and valid but garbled UTF-8). This approach was suggested in https://github.com/rust-lang/rust/issues/73979#issuecomment-653976451.

This adds recovery when in array type syntax user writes
[X; Y<Z, ...>]
instead of
[X; Y::<Z, ...>]

Note that whenever we parse an expression and know that the next token
cannot be `,`, we should be calling
check_mistyped_turbofish_with_multiple_type_params for this recovery.
Previously we only did this for statement parsing (e.g. `let x = f<a,
b>;`). We now also do it when parsing the length field in array type
syntax.
check_mistyped_turbofish_with_multiple_type_params was previously
expecting type arguments between angle brackets, which is not right, as
we can also see const expressions. We now use generic argument parser
instead of type parser.
Test with one, two, and three generic arguments added to check
consistentcy between
1. check_no_chained_comparison: Called after parsing a nested binop
application like `x < A > ...` where angle brackets are interpreted as
binary operators and `A` is an expression.
2. check_mistyped_turbofish_with_multiple_type_params: called by
`parse_full_stmt` when we expect to see a semicolon after parsing an
expression but don't see it.
(In `T2<1, 2>::C;`, the expression is `T2 < 1`)

Replace const_cstr with cstr crate
This PR replaces the `const_cstr` macro inside `rustc_data_structures` with `cstr` macro from [cstr](https://crates.io/crates/cstr) crate.
The two macros basically serve the same purpose, which is to generate `&'static CStr` from a string literal. `cstr` is better because it validates the literal at compile time, while the existing `const_cstr` does it at runtime when `debug_assertions` is enabled. In addition, the value `cstr` generates can be used in constant context (which is seemingly not needed anywhere currently, though).
