	Skip reserved .got.plt entries.
	(_bfd_mips_elf_always_size_sections): Use mips_elf_check_symbols
	instead of mips_elf_check_mips16_stubs to process each symbol.
	Do the traversal for relocatable objects too.
	(mips_elf_lay_out_got): Use htab->reserved_gotno instead of
